Tribal doll

This unusual all bisque black doll is very well moulded.  His head-dress is quite distinctive looking but I don't know what tribe or ethnicity he is representing.  I thought maybe a Zulu and someone who saw him suggested maybe an Aztec.  If anyone can enlighten me I'd be interested to hear from you!  In any event he's an interesting doll.  He's unmarked but most likely made in Germany and possibly by the company of Hertwig who made a large variety of little bisque characters.  He measures 8.5 cm to the top of his hat and is wire jointed at arms and legs.  His colouring is fired-in but when I purchased him he came with another that is painted bisque so two variations were made.
